In effect all of the places in novels are fictional. Every author twists geography to suit the needs of the story, from adding an apartment building to changing the length of the state of California to creating entire counties.
They may be counterparts to real places, but they are not mapped one-to-one. I don't assume that by reading David Hewson's novels I could now find anything in Rome, or that Dana Stabenow has followed reality in describing Alaska.
